Hai Phong: Boosting atomic energy applications for sustainable development and public health

In an effort to specify strategic science and technology goals, the Hai Phong City People's Committee has officially issued the Plan to implement the Development and Application of Atomic Energy in the city for the period up to 2030, with a vision to 2050. This is considered a breakthrough step to make atomic energy a major driver for increasing productivity, quality, and efficiency in many of the port city's key sectors.

Context and Necessity of the Plan

The plan is built on a solid legal foundation, namely Atomic Energy Law No. 94/2025/QH15 and the Prime Minister's decisions approving national implementation plans. For Hai Phong, a city undergoing strong industrialization and modernization, this plan is an urgent necessity to optimize science and technology resources, protect the environment, and care for public health.

Strategic Goals: Digital Transformation and High-Quality Human Resources

The city has set specific and ambitious goals for the 2026–2030 period, focusing on management and training:

  • Human Resource Training: Ensuring 100% of state management teams and officials under the Department of Science and Technology performing radiation and nuclear safety duties are professionally trained.
  • Comprehensive Digital Transformation: Building a state management database, ensuring 100% of radiation facilities and atomic energy application activities in the area are managed on a digital platform synchronized with the city's Digital Government system.
  • Incident Response: Improving technical and executive capacity for the City's Radiation and Nuclear Incident Response Steering Committee to ensure readiness for handling emerging situations.

By 2050, the city aims to continue expanding and promoting atomic energy applications in all areas of life, contributing to improved quality of life and ensuring absolute radiation and nuclear security.

Five Key Application Areas

The plan outlines a roadmap for developing atomic energy applications in Hai Phong's most important socio-economic sectors:

  1. Healthcare: Modernizing Diagnosis and Treatment: The city will assist medical facilities in accessing and transferring advanced nuclear technologies for examinations and treatments, particularly in oncology and cardiology. This will be accompanied by strict radiation safety control tasks at radiotherapy facilities and nuclear medicine departments to protect both patients and medical staff.
  2. Environment: Climate Change Adaptation and Marine Protection: Hai Phong will focus on applying nuclear techniques and isotope hydrology to assess water resources, determining the origin and reserves of groundwater for efficient extraction solutions and adaptation to saltwater intrusion. Additionally, the city will collaborate with research institutes to develop nuclear techniques for assessing microplastic and heavy metal pollution in the marine environment, providing a scientific basis for sustainable marine resource conservation.
  3. Agriculture: Breeding and Green Agriculture: Radiation technology will be used for crop mutation breeding to increase productivity, quality, and adaptation to climate change. The city also aims to develop environmentally friendly fertilizer and biological products, while piloting nuclear application models to enhance the value of OCOP products (One Commune One Product) for export.
  4. Industry and Manufacturing: Promoting radiation and radioisotope applications in key industries such as industrial irradiation, oil and gas exploitation, chemicals, and materials manufacturing. Businesses are encouraged to invest and cooperate with science and technology organizations to build industrial waste treatment facilities using radiation technology.
  5. State Management and Radiation Safety: Concentrating on investing in specialized equipment for city-level environmental radiation monitoring. Hai Phong will proactively prepare human resources to effectively implement decentralized licensing and specialized inspections according to new government regulations.

Solutions and Resources

To realize these goals, the city is implementing a synchronous range of solutions:

  • Propaganda: Developing multi-media communication programs to raise public awareness of the benefits and safety of atomic energy.
  • Training: Organizing and participating in international training courses to learn from countries with advanced nuclear science.
  • Funding: Secured through diverse sources, including the state budget (science and technology career source), business funds, and legal sponsorships from domestic and foreign organizations and individuals.

Strict Implementation

The Department of Science and Technology is assigned the leading role, coordinating with agencies to implement the plan, monitor progress, and report periodically to the City People's Committee. Local press agencies are responsible for coordinating propaganda to promote atomic energy applications to the general public.

Issuing this long-term plan affirms the strategic vision of Hai Phong's leaders in using science and technology as a foundation for development. When managed and applied correctly, atomic energy will be the "key" to unlocking new values for the economy, environment, and public health, guiding the city steadily on the path of modern and sustainable development.
